Preheat oven to 400 degrees.
Mix dry ingredients in a large mixing bowl:
1 cup whole wheat flour
2 cups unbleached all-purpose flour
1.5 tsp baking powder
1 tsp baking soda
1-1.5 tsp cinnamon
1/2-3/4 tsp nutmeg
1/2 tsp salt
1.5 cup white sugar
Add wet ingredients and mix until just incorporated:
1/2 C oil
1.5 C of canned or fresh pumpkin puree
1/2 cup water
divide into paper lined muffin tins (makes about 2 dozen standard size muffins) and bake for 15-18 minutes, or until edges are brown and center is set.
